Is it possible to define jcomment permissions for each user group at different access level?

e.g.

user group finance has access to write to finance items (articles etc.) and access to only view (edit denied) IT items - I want finance group to only comment on finance items not on IT items

user group IT has access to write to IT items (articles etc.) and access to only view group1 finance items (edit denied) - I want IT group to comment on only IT items not on finance items

at the momemnt, if I allow user group finance to  Post new comments  they can post comments wherever a comments panel appear. I want this restricted.

is it possible?
