Ok, I've been searching for that but couldn't find it, is it possible somehow to disallow unregistered users to vote on the comments that are posted by administrators?

No, JComments doesn't support this feature. If guest has permission to vote then he could vote on any comment on site (except comments posted from his IP or comments already voted from his IP).

In my mind such feature could be implemented via custom plugin for JComments, because JComments has event onJCommentsCommentBeforeVote and we can block vote if current user - guest and comment's author is administrator.
