I tested the JComments Avatars plugin today. Would be perfect if there were size constraint options. The avatars from phpBB3 were too big for my theme.

JComments doesn't have any image scaling features - it uses images from other extensions. If you need to adjust their sizes you need do this outside JComments. Or you could adjust JComments styles for supporting bigger avatars.

Would it be best to do this within the plugin or with css edits?

You need to decide what way is more easy for you. In my mind more correct way is change avatar's size in forum's settings.
