As I put in the subject, the comments can't be submitted. The plugins seem to be enabled. Also, the comment does show, but after hitting the send-button, the screen just goes to the top of the page.
I checked, but the problem persists on different templates, including the two basic Joomla Templates.
I work on a Windows PC. The problem's there in both Internet Explorer 8 and Google Chrome. I hope anyone knows what the source of the problem is!

[edit] in the bug subforum there was a topic like mine, but the user there only had his problem with one template, while my comments won't submit at all.

It looks as problem with non-standart Apache's port (non-standart = differs with 80). I'm right?

That's correct. I've only got jcomments-v2.1.js, dunno anything bout v=2 (or am I saying something really stupid here)?

What permissions is it supposed to have?

Hmm... I tried to change the permissions of jcomments-v2.1.js to public read, public write and public execute... That failed though...

I do not know how to help you. This is a problem in the server configuration - once the file is present on the server is not given on request from the browser.
