In JComments I can't allow unregistered users to vote on comments.  I've enabled "show votes" in the layout and I checked off "allow to vote for comments" for unregistered users.  Still, it only works for registered users.  Is this a bug or a wrong setting?

This isn't bug. It's normal... You didn't see vote buttons as guest because you've same IP as comments' author...

Read this: un-registered users cannot vote to comment
