un-registered users can see that a comment has been written, but cannot vote to comment . I have all my permission set correctly

Vote function will be unavailable for comment for:

1. Users who haven't rights to vote
2. Guests who have same IP as comment's author
3. Users who already voted this comment
4. And author of comment (authors couldn't vote for theirs comments)

In your case we have 2nd situation - you left comment from same IP...
