I am changing the Text file (language file) but NOTHING is changing.
I can even DELET the whole file, nothing is going to change and cookies are disabled.
WTF is wrong??? i just want to edit the Text files  Cry

If you want to change JComments language file you need edit file in Joomla's languages folder. For example for English language it would be:

/languages/en-GB/en-GB.com_jcomments.ini

And don't edit file in JComments component languages folder - these files are unused... They placed there during install for compatibility reasons..
