Thumbs up and down do not work

Hi All
Just only - and - after a page shows a comment, is the time when those 02 smart evaluation' thumbs (up and down) appear.  Not at the time the person includes his comment!
Why, not at the very time he includes his comments - when he could evaluate it himself?
Please note: the settings / permissions grant the right for "voting for comments" to all kind of Users!

Sorry, I'm not sure that I've understand you question. User couldn't vote his own comments or comments leaved from same IP (if user is guest) or comments which are already voted from same IP (if user is guest).

Excuse me.  Let me try to be clearer:

- When anyone posts a comment in any site, the 02 thumbs DO NOT appear for him to rate the comment about the subject he's commenting - he/she surely WOULD LIKE to rate the comment at that very time!!!!! ...but

- See: ONLY AFTER that comment is posted, then (and only then) ANY ONE can rate that former comment!!!!

Didn't it sound strange to You?, that ONLY the second who reads it (or the 3rd, the 4th, and so on) shall be able to rate the FIRST comment?

Let's have in mind that the one who posts a comment (about a notice, for example) certainly would like to express his impression (positive - ou - negative) ALSO through the up-OR-down fingers!

Did I make myself clear?  What You think about?  What's the SOLUTION for it?

User can not rate his own comment and this is normal...

Well... I do not agree (it SHOULD BE NICE to resume, to synthesize all the post in just ON VISUAL element), but that's the rule of the game, isn'it?  OK! Thanks.
