This is because this site's page doesn't contain JComments' JavaScript libraries. I don't know why. Could you specify JCommetns version? Try to disable System-JComments plugin in Joomla's plugin manager.

i tried disabling system jcomments pluggin, no luck... the version is the very newest from the site... is there a another comments pluggin anyone can recommend?

Try to switch to some another Joomla's template (for example to default one). And check again.
