Can I insert a "Read more" link in the comment when the text of a comment is longer than a specified number of characters (or words)?

I don't know but I think it could be implemented via comment's template - you could place comment's text into some block like spoiler - some comment's part would be always visible and rest part would be shown after user click on this text. You can found (in Google) many implementation of such effect using JavaScript and use it in comment's template.
