Is there any setting to limit the size of images in comments so that if a user links an image it is either shrinked (and possibly click-able to full size as a popup) or rejected?

No, as JComments doesn't have any function to upload images it couldn't operate with their sizes. If you affraid of template layout broke using too big images you could set max-width to images through CSS. It will restrict their sizes (they will be resized by browser on display).
