I am using the default JOOMLA MILKY WAY tempate and the SEND button display is screwed up: the button appears broken with a blue border.

I have attached a screenshot.

PLEASE HELP!

Use FireBug plugin for Firefox to find that style is affect this border. In default Joomla installation there is no such issue. So I think that this is some 3rd party extension overrides default styles.

Sorry, but now I've no time to investigate yours styles. You have to make it yourself. I can only give you advice how to find them. If some element has a border you need to search what style is used to set it. You need inspect styles of your Joomla's template and 3rd party extensions' styles because JComments has no border around this button.

I can't figure this out as i am newbie.

I was able to identify that the following code but i can't figure out where is the location of this template.css?
