What type of notifications doesn't work? The administrator's notifications or users' subscriptions? You've problems only with JComments notifications? Do you recieve Joomla's emails (for example password reminder or notification about new user registration)?

In this case I can suggest you to check Joomla's configration (mail settings). Also you could contact with your server's administrator and ask him to help with setup mail function.

In this sarver I have got 5 more Joomla instalations. And in this all versions all mails camings. Only in this one no mail caming. How I can check Joomla's configration (mail settings) ?

Joomla's backend -> Site -> Global Configuration -> Server -> Mail Settings

Consult with your server's administrator about these settings.
