Is this supposed to happen? Will it cap at a certain number, it's filling up my server.
Clearing my cache doesn't seem to remove them, I have to remove them manually.

JComments doesn't create any CSS file... It sounds like you use some CSS compressing extension or srcipt and something goes wrong with it.
