Is there a way to make it so when a new article is made, it will show the Comments (#) with out having to hit the {jcomment on} button?

Only permissions for section/category, as I know.

Steve, you mean that this new article doesn't have category and section? In this case you always need to insert {jcomments on} in article text. Or enable comments in all article's category.
